Not sure it is the President's job to determine what crimes Hassan is charged with. Definitely think he should be charged here though. Who would actually make that determination?

Theoretically the Base Commander would decide the charges. He doesn't want anymore sierra stains on his record so he will definitely check with his boss, who will check with his boss until THE boss makes the call
