One of the things we (I was there) encountered in Iraq just after Saddam's government collapsed was that the people wanted democracy but didn't know what it was. They felt that all they needed to do was want something to make it happen -- regardless of the wishes of others. I think there are many in the middle east, where no muslim state has ever established any kind of democracy/representative democracy, have any idea what to do with it when they get it.
Here's the first paragraph of my last year's column "Democracy Is Impossible":
