On a practical level - taxes were scheduled to go up on everyone starting January 1st - that was inevitable since there was a sunset provision in the existing tax laws. The President and the Senate with its Democratic Party majority are in strong position. The fact that McConnell was able to extract any concessions at all is not an insignificant achievement.
