Those servers are backed up on a regular basis - daily for a full backup with deltas each hour. Most large organizations mirror the data accross more than one server. Each has a backup done. My evil organization (in financial services) is required to maintain all email for 7 years. When we are audited (often) the excuse that the data was "lost" would result in large fines and possible jail time for those responsible.

With 21 democratic seats being up this year and the current senate makeup there are 53 democrats, 45 republicans and two independents (they caucus with the democrats). The republicans could take all 21 democrat seats and still not have the super-majority required for removal from office.
