seriously,the Moon IS the "high ground",an excellent missile and observation platform that overlooks the entire Earth. It's close enough to send missiles down easily,but far enough to be very difficult to send missiles to the Moon. they own the gravity slope.That makes it safe as a missile base. That's why China is working towards establishing a base on the Moon. Ever read Moon is a Harsh Mistress by Robert A. Heinlein? They had a EM catapult that bombed the heck out of many targets on Earth. they used cheap metal cans full of moon rock,but they had the energy of nuclear blasts....without the radiation. that lack of nuclear fallout makes them usable.

For a bit of fun, here's the official White House response to a petition calling for the construction of a Death Star, a la the Empire's deadly ultimate weapon in the Star Wars franchise. Personally, I find the best part of this letter to be the order of the two reasons given: 1) It would cost too much, and 2) Oh yeah, we don't want to blow up other plants, and also, flawed design.
