You find most of your Philiipino workers on European owned vessels (Riggs) and as seaman and workers they are top notch in most cases. Also I don't believe that they are taking jobs from US welders because in most cases were you see Philiopino welders it is because Americans don't want that kind of welding work. I have seen American welders almost sink a barge because the did not take the proper safety precautions before beginning work so in my opinion it is a safety process problem on the rig more than the use of lower skilled labor.

I will say one thing. If the company who owns the rig is using foreign labor in American waters and did not attempt to hire American welders then they are in violation of the Jones act.
