They are fascists, they seek to control that which they don't own. Communists wouldn't ban e-cigarettes they'd just nationalize the factory. Fascism doesn't seek to own the means of production it seeks to control it completely. This is a fine line but distinct with the net result of bans and fines and/or jail time for violation. Frequently laws are enforced using deadly force preferably against unarmed transgressors.
