I know the conservatives would like to look at this as a loss, but this is not exactly a defining moment in a presidency-- the US bids for the Games almost every time there is a bidding --winter and summer. Reagan bid, both Bushes bid and were rejected-- it's not a do or die event for the US. I don't think Obama's visit mattered to the IOC that much -- they wanted South American because it would be a first for them.
