Here, I'll help you - you say, "EPA... scan(s) for possible violations of the Clean Water Act without proper warrants." Hmmm. Sounds nice but alas it ain't true. Look up Florida v. Riley first and refine your research from there. Eventually you will learn that knowing what you are talking about is a really cool state of affairs. You're young; you'll get there.
