Obama survives by a "selective ignorance" strategy tolerated by the MSM with three evolving crises all demonstrating the application of this shameful approach to management. I believe this strategy is what allows him so much time on the golf course. When the crisis hits all he has to do is honestly claim ignorance and use his amazing skills at "spin" to save the day. I suspect he would make a terrible witness to provide sworn testimony on a complex case with a truly impartial jury.

OK I don't disagree with your definition of the tactic, but I am seeking a definition of the Obama operating strategy that can be understood by the public and used by the media. Any size fish required to divert the blame will be used the smaller the better. The strategy is to assure selectve ignorance this then allows complete freedom on the tactic, i.e. fish size selection, start with a small one and increase the size if required. Avoid putting out any written records the facts of which your would need to maintain.
