"Cuts": reduce the overpayments to the Medicare Advantage Plans. Until the silly season began, reducing overpayments was seen as fiscal prudence and not "cuts". Now, it's called "cuts" if done by Obama, and the exact same reduction of overpayments is seen as "fiscal prudence" if done by Ryan.
