Mandate? No. Not now, not ever. And, sorry, nothing with the word "mandate" deserves the term "free market." A free market is one that contains no mandates. Nobody needs government payment for routine and moderate procedures. Insurance exists for catastrophic events, not ordinary, expected ones. Hospitals that do not want their ERs to become primary care stations should open a clinic next door and refer those patients who abuse the word "emergency," if they lack the stomach to turn away moochers.

With Mitt Romney's defeat and the loss of Republican seats in both House and Senate, the balance of power in the GOP has shifted. Republican governors -- the one group that actually increased its numbers on Nov. 6 -- believe they should take a bigger and more influential role in establishing the party's direction.
