This is real simple. Come out of the shadows or get branded an illegal alien and all the penalties that go with it for you and your family including deportation. I guarantee they'll come out and sign up if they're not criminals.

Democratic lawmakers seem confident immigration reform will happen in the near future because even if Congress doesn’t act, the president will move forward with executive orders, they say. Via The Hill:
