No DHulme, they'd leave voluntarily. See, the new nation of Texas, would adhere strictly to the Constitution as written. There is no provision in it to take care of those who can't or won't take care of themselves or their families. Gee, that'd force those who wished to remain to find meaningful employment, or go to another liberal blue state for care and dependancy.
