Well, according to the Catholic faith, there is such a concept as "baptism of desire", in addition to (traditional) baptism by water. This is often interpreted as applying to people who act with goodness and sincerity, in accordance to God's will, even if they have never heard of God, being invited into the Kingdom. A stricter interpretation is that a person who dies before formal baptism--but who already accepted the Trinity--is considered baptized by desire. I subscribe to the former definition. I don't think God arbitrarily excludes anyone from Heaven, and that goodness is rewarded. "There are many paths to the same mountaintop."
This is money raised from private donations. The donors should be able to decide how best to use it.
Years ago, I came across a library book about the Soviet involvement in Afghanistan. One picture haunts me. It showed a Taliban camp, and two Soviet POW's--blond boys, probably still in their teens. They looked like they were in total despair. It just took one glance at that photo to read clearly what was going on with those young men.
