I admit I'm no Voltaire, but I am a full time subway busker. So please allow me to correct your mistaken assumption that NYC subway performers need formal authorization to play in the subway. Nope. Anyone can perform in the subway. It's called Free Speech. You know, from that pesky thingy known as The Bill of Rights. The same document which allows you to write your frivolous anti-intellectual drivel. And on the occasion when The Beatles, The Rolling Stones and U2 "decide to stage an impromptu concert in a public place without a permit" The authorities DO ignore it and shrug it off. Google it, dude. Rock bands tend to do what they want without permission from bureaucrats.
