The Democrats got the Black vote in 1964 when President Johnson decided to be in favor of Civil RIghts after he was against them during his stint as Senate Majority Leader. The Civil Rights laws became law because so many Republicans voted in favor of them. A higher percentage of Republicans voted in favor of Civil Rights than Democrats.
