Pretty much all of the present red states. Failing their voluntary action, we the people have the final say, we force the states to put it on a state ballot. And we pick the delegates.
How? An Article V Convention to repeal the 16th and 17th amendments, which does away with income tax (unlimited credit card) and restores power to the states via their state legislature appointed US Senators. With the ratification of the 17th we are no longer a Republic but a democracy (mob rule), we now have 2 houses of reps, with one limited to 2 reps per state and answers to no one but their money men.
Article V The Congress, whenever two-thirds of both houses shall deem it necessary, shall propose amendments to this constitution, or on the application of the legislatures of two-thirds of the several states, shall call a convention for proposing amendments, which, in either case, shall be valid to all intents and purposes, as part of this constitution, when ratified by the legislatures of three-fourths of the several states, or by conventions in three-fourths thereof, as the one or the other mode of ratification may be proposed by the Congress; Provided, that no amendment which may be made prior to the year 1808, shall in any manner affect the first and fourth clauses in the ninth section of the first article; .....
Fear an Article V Convention? No!! For those that do you have been deceived by a very flawed education system. An Article V Convention is an amendment convention, NOT a Constitutional Convention, where the body of the Constitution may be altered, but called for the express purposes of creating and ratifying amendments ONLY!. To alter the body of The Constitution would abrogate the authority of the states to do so, it simply can not be done. However if an Article V convention is called, the opportunity to repeal or clarify all or some of the previous amendments, excluding The Bill of Rights, (Many of which are unconstitutional to begin with) should not be overlooked, I would start with the repealing of the XVIth and XVIIth amendments.
Being part Cherokee myself I have a dog in this hunt, and I am sure the BIA and IHS and the other alphabet soup agencies that deal with Indians need to go away. I have read on here about a lot of people that really have no clue as to how Indians lived before being herded onto reservations, 99% of them did not live anywhere close to where they were moved to, And with the exception of very few tribes, like the Cherokee, Seminole, and some of the other Eastern "Civilized Tribes" they had no concept of land ownership or a demarcated territory, they migrated with the herds or the seasons to wherever hunting or crop growing was best. About the only place they claimed as theirs was their winter camp ground, and would fight to keep other clans...

Lynne, it depends on how the regulation is written, some get review some don't, the timing ranges from 1 year to 10years, to never. When are people going to wake up to the Flim Flam Mans BS? These "Studies" are nothing but a vehicle for Obama to hire cronies and give them a 6 figure salary to produce nothing.
