Democrats argue about what rates of taxation are fair and realistic for people at each level of the income scale. We can argue over what those rates should be, but the punishment meme is absurd.

But I think another element aside from a "constructive alternative" is missing from the Hill Republicans' psyches (and thus playbooks).
