The budget surplus from Clinton was the result of the contract with america and the financial wrangling of Sect.Treasury Rubin , who along with Clinton hollowed out the defense budget and cut wall street loose on the investing public with de regulation and the creation of the emerging market concept which sent our american jobs to china ,india and any other cheap labor country.... While these markets were emerging and were raping the investment public the Dot Com bubble burst.... It is a long story but the players are the same Washington politics in bed with wall st thieves...

Actually, yes, since a) Clinton was not responsible for on-budget surpluses; b) actual surpluses did not materialize, c) higher taxes ushered in by Clinton fell heaviest on the middle class, slowed the economy to its weakest post recession growth in history and was a key factor in precipitating the recession he left the country with at the end of his tenure. Clinton did nothing to precipitate a "terrific" economy and was respondible for a number of things that caused his downfall so why should he be praised at all?

By 2005, Bush had 4.36% unemployment, a DOW of 15000, two nations liberated in the ME, and the highest home ownership ever.

The Dems. took Cong. in 2006 (because everything was so terrible). By 2008, all of Bush' gains were turned into negatives, a lefty objective in order to take over the US and impose the vile and anti-Am. programs and admin., of obamanation and his cabal.
