Revenue and expenditures at the federal level are independent of each other. When the executive branch is staffed by spendthrifts, the only way to control expenditures is through passage of legislation that imposes statutory spending limits.

It comes as no surprise to hear anti-tax activist Grover Norquist talk about tax cuts, but it does come as a surprise to hear him raise the subject of pink unicorns.
