Some states already do that. It's called a personal property tax. You are actually expected to add up the value of everything you own and then send the state a check for a percentage of the value. What that basically means is when you buy something, you will be making payments on it forever or for as long as you own it.

That's the wealth tax they are talking about. If you have property but not money your still taxed on what the property is worth. Can you see what this would do to family farms? Adgenda 21? No private property?
