Nonsense. All we ask is that foreign nationals entering out country,

1. Bring a passport, and
2. Obey our laws.

This is the reasonable expectation of every country in the world. Including Mexico.

Should a foreign national wish to become a citizen, we have a process for that.

The real problem lies in the fact that in order to appease internal political factions who
cling to the myth of a ' Mexican Empire ' that never existed, Mexico will not issue passports
to it's citizens traveling to the U.S. This foolish policy sours Mexico's relations with the
U.S., Guatemala, Honduras and Costa Rica. The Mexican government should simply
issue passports in accordance with accepted norms.

Sorry, we do not have a procedure for a foreign national to become a citizen. All foreigners who got naturalized here are exemption form this rule. Google Freedom of Migration, or check the link in my post above.
