The fact is that we do not have legal immigration system. Legal immigration is not allowed. All legal immigration to the U.S. is an exemption from this rule. Most legal immigrants just fool the system better (pay immigration lawyers) than the illegal immigrants. Our immigration laws are bunch of nonsense - this is the problem; not people not obeying this idiocy. Obama just acknowledged this truth, and eliminated only one small nonsense harming our nation the most.

Nonsense. All we ask is that foreign nationals entering out country,
1. Bring a passport, and
2. Obey our laws.
This is the reasonable expectation of every country in the world. Including Mexico.
Should a foreign national wish to become a citizen, we have a process for that.
The real problem lies in the fact that in order to appease internal political factions who
cling to the myth of a ' Mexican Empire ' that never existed, Mexico will not issue passports
to it's citizens traveling to the U.S. This foolish policy sours Mexico's relations with the
U.S., Guatemala, Honduras and Costa Rica. The Mexican government should simply
issue passports in accordance with accepted norms.

Sorry, we do not have a procedure for a foreign national to become a citizen. All foreigners who got naturalized here are exemption form this rule. Google Freedom of Migration, or check the link in my post above.
