" The work of troops and officials is not limited to fighting wars and negotiating treaties, so there is not always a "path to victory" every time they are in harm's way. This is nothing new.

Your dismissive comments, in light of events, are offensive. " No, they are not. The State Department is mandated to do no such thing. They made a judgement call, it may have been the wrong one. But people are not infallible, especially in foreign policy situations as difficult/delicate as this one.
