You're simply wrong on the facts. The GOP did not fail to raise the debt ceiling in 2011. They raised it by $2.1 trillion. The downgrade came after DC hiked the limit because the political process demonstrated no seriousness about controlling the drivers of our debt.

The statements from Moody's suggest otherwise. They claim that the rating downgrade was a product of the disfunction in congress. The rating was not an issue until the GOP delayed the increase for 4 months forcing the government to near default.
