Sowell is right on every point as usual, but there's another point to be made. Starting in the 1960's traditional morals and religion were abandoned by a large segment of the population. This resulted in an explosion of the crime rate. In the 1990's, we got tough again with sentencing of criminals and that eventually reduced crime to about the 1970 level, but at the expense of holding millions of men in prison. The US prison population, as a percentage of our population, is the highest in the world. It will take more than tough laws and judges to restore sanity to our society. We need to return to godliness and common decency.
