The individual States CAN ignore the regulations, but only if they nullify them. The States are NOT the entity that will be fined, the individual electric utilities will be forced to shoulder that burden unless the regulations are nullified.
If the EPA's recent SCOTUS victory against electric utilities AND their upcoming proposed changes are not reversed, the price increases will be FAR greater than the touted 20%. Try more like doubling or tripling the current rates, if not more... PLUS the real concern that everyone keeps overlooking is the massively increased chances for grid collapse because the head of EPA has already announced the intention to go after natural gas fired turbines next. Natural gas is the only fuel that can be used to back up wind as it is the only one that will ramp up fast enough to match the load dropped when the wind stops blowing. There is so much more to this that the idiots at the EPA either don't know, or that they could care less about because this has NOTHING to do with clean air or the environment. This is all about the destruction of western civilization as we know it. It is marxism 101.

Don't let your emotions cloud your logic and judgement regarding everyone's personal liberty simply because you cannot place that emotional sickness aside. There is a a higher probability that you could lose another family member due to the actions of a drunk driver since many officers are removed from saturation patrol duty as well as ordinary traffic duty in order to participate in these DUI checkpoints which have been shown to be completely ineffective (percentage wise) at reducing drunk driving.

It is the height on insanity to think the courts have the authority to grant powers to government when those government powers were specifically prohibited by the Constitution, especially once you consider that the court is a branch of government. Let me repeat that... How can one branch of government grant another branch of government powers that were prohibited from ALL government by the Constitution?
