So true, so true - I worked 15 years for a Head Start program (accountant), and it's nothing more than a free babysitting program for single moms and deadbeats. And DHHS, who regulates the program, does nothing more than throw down more and more asinine rules and regulations, just to make more paperwork - to, of course, justify hiring MORE staff that suck up taxpayer dollars.
