Reagan knew full well what he was talking about. Your misunderstanding is astounding. There is no assumption of a "civilized order" as pre-existing. It's the preservation of the civilized order that Reagan's comment is directed to.

The "order of liberty" and balance you refer to can only maintained through voluntary association, not compulsory one's.
