Most of the shortage is attributable to first time gun owners purchasing ammo for their new guns and "gun people" hoarding in fear of tighter controls. You can choose to accept that, or develop your own theory. There are more serious issues to deal with, however.

DHS just purchased nearly 2 billion rounds OF ONE CALIBER. 15 billion rounds per year are produced in this country in a number of calibers, from .22 to 50 BMG. 2 billion rounds of .40 S&W, which they bought, exceeds one year's production, HOWEVER, it was a multi-year contract, spread over five years. Soldiers cannot use hollowpoint rounds, further, they are inappropriate for use against armor. The will expand and not penetrate. The military uses jacketed, or "ball," ammunition. Hollow points expand rapidly in most media, and create immediate shock and trauma, resulting in "stopping power." They are highly appropriate in a law enforcement enviornment, where you are unlikely to encounter armor.
