The Russians will not attack, pre-emptively or otherwise. Put quite simply they do not need to because Obama has already surrendered and has further given notice that he is prepared to concede even more. What exactly did you think the open mic comment that "after the election I will have more flexibility" was about? As soon as he got into office Obama acquiesced to pressure from Putin regarding the agreement reached between Bush and Poland about siting a purely defensive weapon on Polish soil. As for Biden trying to say this Administration would be better on Foreign Policy than Romney would be, well the man is a buffoon. Just look at their record, apologising to the Arab World, portraying America as arrogant to the rest of the world

Telling the Taliban how long they would have to wait before there would be no American troops in Afghanistan so they knew when to attack. Temporising with Iran over their Nuclear programme. Failing Israel and demanding they return to the 1967 borders, borders which almost got them wiped out, and which if Iran and Hamas have their way WILL get them wiped out.
America is now weaker than it has been since before WW l in many ways, and it will only get weaker under this Administration.

If Israel is supposed to return to its pre 1967 borders then Obama should return to the U.S. pre 1845 borders.

It would be interesting to see what would happen if Israel would make that suggestion.

Remember Vice President Joe Biden's foreign policy speech at New York University last week? He slammed Mitt Romney for his "ignorance" about missile defense, and claimed that President Obama had managed to "reset" our relationship with Russia. Well, it looks like relations are still tenuous with our former chief global adversary. They're convinced that NATO missile defense sites sprinkled around Europe are aimed at Russian nuclear weapons, and not Iran, as the Alliance maintains. And if they don't like the look of the program, they're willing to strike pre-emptively:
