Chavanne Jeune is playing off an old myth from Haiti's history. In the 1930's when there a swine illness threatening to eliminate pigs worldwide, the US actively killed off the native illness infected pigs in Haiti and replaced them with superior breeds. This was seen as an act of subversion to the Haitian people and resented.

Like all foreign aid, it is resented. Just stop it all, and let people starve, and tell bleeding heart liberals to invest their own fortunes to eliminate suffering if they so choose. Which they will not, hypocritical bastards!
