There does not exist a context in the English language in which granting the power to do something imposes a duty to do it or grants monopoly power to do it. That you now also wish to demonstrate an additional failure to grasp English by inferring a duty not to have roads privately owned (regardless of by whom) when nothing in the document comes close to addressing such an issue is another self-embarrassment on your part. Yes, words, mean things. Try learning what those meanings are instead of making an (obvious) fool of yourself.

Liberty is about a lot of things; it’s a deep topic. But at its core liberty can be summed up in one simple and reciprocal concept.  That concept is respect.
