They don't even factoring in payroll taxes because capital gains have already been taxed and had the employer portion of payroll taxes deducted from the company net. Studies have indicated consistently that the wealthy pay significantly more in taxes when ALL are combined including payroll, consumption, state and local, federal, etc.
