"Flawed" merely means "imperfect". The point that the overwhelming majority of us are good (or, I would say, the overwhelming majority of us express no interest in interfering with others absent cause) does not conflict with the position. The point is that becasue we are imperfect, utopian societies where we all interact in some warm and fuzzy vanilla supreme daze are impossible and SOME will make poor decisions that harm others. Some will make poor decisions that will harm themselves BUT the self-interested human being (all of us) is better at determining what he needs (including arms) than anyone else.
