Fatherhood by Billboard?

I am no fan of a "Nanny State" solution to cohesive families but too often we blame society's ill's on any number of factors (Teachers not paid enough, gangs, need more police, etc.)and turn away from the obvious root cause of family breakdown. If the government can help reverse this blight then we should give it a chance. It's preferable to spending on sex education that tells unparented teens how to have safe sex.
