Horribilus, you are obviously not a federal bureaucrat., since the concept you describe would be just so foreign to them. You know, this is why federal bureaucrats get so upset about having their budgets cut. For your standard, run of the mill federal department head bureaucrat can in fact be held criminally liable for busting his/her own budget. Thus, if their budget is increased each year at some percentage greater than inflation, it makes their budgetting task easy. If it is not increased each year, but made to remain the same as it was the year before, this is considered a budget cut and puts some federal bureaucrats at risk of breaking a budget.
