Can't. Because gov never reduces spending. However, treasury revenues have historically declined when income tax rates are raised, and increased when income tax rates are reduced. Even Democrat icon JFK knew this, and successfully campaigned for lower rates.
"Trying to propagate the mantra that eliminating medical malpractice by itself will reduce our health care costs" --- Um, no. This article is about basic econ principles: how artificial demand and gov-controlled supply creates shortages and thus cost increases. Sure, lawsuits are a big part of the cost problem, but government interference is a bigger part and it's the subject of the article.
