NB: With a huge amount siphoned off by the bureaucracy: whilst threading the money through the system. it gets whittled away at bit by bit so that only a tiny portion of our money makes it's way back to the beneficiary.

I don't have a solid answer for this, but it seems that there is a misplaced idea that "people are at heart good" which was introduced long ago. Some people want to believe this. They cannot believe that anyone would want to injure them, steal from them, hurt them in any way - and they will come up with any excuse to explain that these end results are accidental or have a longer term positive benefit, or in the worst case, that it was an accidental error that must be forgiven. Dealing with schoolyard bullying back in the 1960's gave me an introduction to 'realitypolitik' which I still think reveals more of how the world really works, and as you can see from modern media, that is no longer how we are supposed to deal with things. Wrong.
