Congress passes taxing and spending bills, not the President. The President lets Congress know what he wishes to have in the way of taxing, etc., but Congress is the one with the power.
We can only hope that the GOP (hopefully, they have been properly chastised in the last few years and have seen the error of their big spending ways) will take over Congress and begin to slow or, hopefully, reverse some of the damage done by the Democrats and this Administration.
