Yes, Lincoln imposed a tax, TO PAY FOR THE WAR! When obligations were met, the tax was gone. The 16th Amendment, in 1909, was a permanent way for politicians to fund their desires. Today, we don't even have a federal budget, just spend, spend, spend.
