However he is trying to tell us that the top-kill plan was not on the shelf when even TV talking heads reported about the plan - 17 days before the plan was implemented - means it was on the table, just did not have priority.
If the TV people knew about it on May 9 - then probably the plan was on the self probably few hours or may be days earlier.
They wouldn't be telling the reporters if they wouldn't have thought it through.

I was just pointing to a curious fact of a giant fish - swimming in the deep, cold, toxic (from dispersant) water.

Even after the dome failed - the junk shot/top kill/ did not get priority from the feds and BP - they started talking about building a smaller dome.
When the wetlands started to die - Obama said: plug the damn hole. At that moment the junk shot became a priority. They renamed it "top kill" pretending that those are two different things.

BP is responsible for the bill - nobody is disputing that.
Are you saying that when they were building the giant dome - the top-kill /junk shot/ procedure was not born in their brain yet?
Because it was on the news May 9 - the day the dome failed.
May be the dome was just given the priority, because it was going to save the well, not kill it.
