On May 8 - there were 2 plans on the shelf - giant dome or junk shot /top kill/. The dome got priority - because it would have saved the well.

Even after the dome failed - the junk shot/top kill/ did not get priority from the feds and BP - they started talking about building a smaller dome.

When the wetlands started to die - Obama said: plug the damn hole. At that moment the junk shot became a priority. They renamed it "top kill" pretending that those are two different things.
