Those opposed to the voter's right should be aware that Congress use to have the Rule of PayGo. PayGo required Congress to 'shuffle' money from one budget category to another should expenses in a category arise which would exceed the budget for a particular category. For example, should infrastructure repairs exceded budget, then money from research would be transfered to infrastucture. PayGo kept Congress from spending beyond its budget. PayGo bills exist in both the House and Senate. Both bills are just sitting in Committee. If PayGo is re-established, those special interest groups would be limited in funds they could receive. I like PayGo as a first line for keeping the budget 'honest' with voter rights as a second line of...
