Brown is a symptom as much as a cause of CA's decline as an economic force in the America. It's the "welfare state" on steroids. What are they going to do when the productive portion of the population has left the state? Or even worse, then the "producers" decide to give up the struggle and join the deadbeats. When the state issued welfare checks all bounce how extensive will the welfare riots be? Will there be anything left of the state? Will it take the Mexican army marching in to restore order?
