I enjoyed your editorial regarding racial quotas for AP courses. I especially agree with your list of the five factors that predict educational success. This list makes intuitive sense to me and is consistent with studies about which I have read. However, I find your link from this to the scholarship (voucher) program for D.C. schools not as logically compelling as some of your other arguments.

I would suggest different conclusions. The blaming of school failure on teachers instead of parents. As you clearly pointed out "Government can do next to nothing about family structure." If a school is a failed school because a large number of its students come from families who have failed these students it seems inherently...
