What kind of construction? Housing? I don't think so. I see no qualitative difference between housing construction and doing each other's laundry or flipping each other's hamburgers and expecting all to prosper by doing so. Capital expenditures, yes, all else, in terms of a strong econoimc is little more that window dressing. Besides, been there (housing construction) done that -- didn't work. So saith the sage of the prairie.

I put it that this "finding" is inconsistent with the rates of illegitimate births. Which have increased ten fold from the earliest date for which I have records, 1931. In 1931 the bastardy rates for whites was 3% and 6% for blacks. Presently those bastardy rates are 30% for whites and the combined rate for blacks and Hispanics is over 60%. This does not correlate with and is inconsistent with low rates of teen age pregnancies. Somebody has some 'splain'n to do.
