The more appealing and much cheaper alternatives would be to do more at the federal level and quite being so prissy about wanting to do everything again at the state level and again at the local level. This "local is better" fetish is way too costly, in addition to just being so weird--and of course wrong.

Because the IRS, TSA, HUD, Amtrak, etc, etc, are such well run and efficient operations. FEMA is always the first to address things, and does everythiung well (just ask people in New Orleans, or New York). Yeah, you're so right.

They can do anything the Congress can stomach at the Federal level as long as it costs just a bit more than nothing.

The Federal government needs to become a very small unintrusive burden on the people. Oh, and the GOP needs to really want to GIVE THE MONEY BACK.
