Since the IRS is the agency Obama has chosen to enforce his health care plan, I would think they would be an open book for him to go after Romney if Romney had indeed done anything under the table. The fact that the IRS has been mum on the subject speaks volumes. As for the actual release-arguably the most powerful position in government is Speaker of the House, or Head of the Senate. Both have no term limits and are essentially lifetime jobs (if the voters keep sending them back). Shouldn't the same criteria apply?
