Any pool asking people about "the rich" paying their "fair share" is meaningless unless it first define what "fair share" means. When most people are asked, "What is a fair share of taxes that the rich should pay?" most people actually quote a rate (income tax rate) or level (actual percentage of income taxes collected) that are far below what "the rich" actually pay today. And the next question that should be asked regarding "fair share" is, "Is it fair that 47% of the people in the country pay NO federal income taxes?" Most people responding to this question say, "No."
