I don't believe the reporting is dishonest; however, it has been somewhat shoddy: poor fact checking, etc. As the others have stated, these are parade and drill team weapons. Someone called them M1s. They looked more like M-14s to me. When I was in college, I was a member of the ROTC drill team. We practiced with M-14s and M-1903 Springfields. Although we had had operable M-14s in the armory, we used inoperable weapons for the drill team.

Boss, an M1 is a M14 minus automatic fire selector switch. These guys are not the Marine Corp drill team thus not having a bolt in the rifle is ridiculous.

He's gutted their healthcare, plans to cut their pay and apparently, doesn't trust them either. David Codrea over at Gun Rights Examiner points out that Marines marching in President Obama's second inaugural parade recently were caring rifles without bolts, meaning they were removed.

“Didn't know the Marines had to take the bolts out of their rifles for the Inaugural,” an email forwarded to Gun Rights Examiner from a United States Marine Corps source observed. “Wonder if someone can explain why [they] would be marching in the inaugural parade with no bolts in their rifles!”
